Come forse saprete, il Collegio si trova in una fase critica della sua breve storia: sin dalla sua nascita, questo Collegio ha vissuto principalmente di fondi pubblici, e tutti i governi italiani succedutisi hanno dimostrato grande generosità. Ma ora la sopravvivenza del Collegio è a rischio a causa delle considerevoli riduzioni di tali contributi.
Assieme agli esponenti di punta delle istituzioni scientifiche ed educative del Friuli Venezia Giulia abbiamo lanciato un appello on-line che verrà utilizzato come supporto alla nostra richiesta di aiuto. Lo si può trovare sul sito del Collegio (www.uwcad.it), e vorrei sollecitare tutti Voi a chiedere a quante più persone possibile di firmarlo quanto prima: abbiamo finora raccolto più di 6400 firme, e rappresenta uno strumento molto utile per fare pressione sulle autorità, sia a livello regionale che nazionale. Ad esempio, inviamo settimanalmente nuovi messaggi alle autorità politiche e governative a Roma.
Lo scopo primario è quello di utilizzare questo appello per accrescere il “pressing” sui politici nazionali per quanto riguarda una “Proposta di Legge” che ha l’obiettivo di ripristinare i finanziamenti al Collegio, e qualora ciò avvenisse, ritorneremmo ai livelli di 5 anni fa.
Qual è l’iter?
La proposta di legge è stata stilata, firmata e stampata ed è appoggiata da tutti i partiti ad eccezione della Lega Nord. Abbiamo avuto a Roma un incontro con il vicepresidente della Commissione Esteri, che la esaminerà. Essa dovrà essere inserita nel Calendario della Commissione, e, qualora non vi sia opposizione in tale sede, diverrà legge. Qualora venga espressa opposizione in seno alla Commissione, essa verrò passata alla Camera, dove ha una percentuale di successo inferiore, e comunque la procedura sarà molto più lunga. Quante più firme riusciremo ad avere entro la metà della prossima settimana, tanto più saremo in grado di fare pressioni sui componenti della Commissione Esteri nel breve termine.
Stiamo anche utilizzando questo Appello per sostenere la nostra azione a livello regionale: di recente un articolo sul quotidiano di Trieste (Il Piccolo) aveva come titolo il fatto che oltre 800 persone avevano firmato l’Appello (abbiamo ora superato quota 6400). Come forse ricorderete, la Regione Autonoma Friuli Venezia Giulia è stata tra i fondatori di questo Collegio, ed una parte consistente del nostro sforzo si rivolge proprio ad essa.
Abbiamo bisogno dell’aiuto della Regione per l’immediato, e della Legge per il futuro.
Sarebbe forse utile aggiungere che il Collegio attualmente spende annualmente € 3000 all’anno in meno rispetto a 5 anni fa, e, se si considera l’inflazione, questo significa che operiamo con costi del 25% inferiori a quelli di 5 anni fa. Io sono venuto a questo Collegio per costruire dei progetti educativi, non per tagliarli; i miei obiettivi personali sono comunque meno importanti del quadro generale. Il Collegio ha compiuto uno sforzo straordinario al fine di tagliare le spese, e non può sopravvivere se non saranno assegnati ulteriori finanziamenti.
E’ impensabile che il Collegio possa chiudere: vi è un disperato bisogno di esso nel nostro mondo disunito. Quanti studenti dell’Europa Centro-orientale avrebbero altrimenti frequentato un Collegio come questo? Il mondo non verrebbe impoverito se a Duino non potessimo più stimolare il dialogo tra studenti provenienti da aree in cui sono in corso o sono appena cessati dei conflitti? Penso a tutti le etnie e le nazionalità dell’ex Jugoslavia, del cui futuro sono al momento artefici, penso ai nostri amici ceceni e russi, penso agli studenti dell’Afghanistan, dell’Iraq, del Medio Oriente, e penso agli oltre 20 studenti mussulmani e a tutti gli altri di diverse religioni che ogni giorno ci danno una dimostrazione pratica di come si possa vivere in armonia.
E’ senz’altro vero che per i Collegi del Mondo Unito sono necessari cospicui finanziamenti: come ho spesso affermato, una definizione potrebbe essere “Grandi risultati, grande sostegno”. Ovviamente non mi riferivo unicamente al sostegno finanziario, né sto cercando di fare appello ai singoli affinchè offrano un contributo; sono convinto però che sia giunto il momento che quante più persone possibile aiutino il Collegio ad avere l’importante sostegno di cui ha urgentemente bisogno, e Vi chiedo pertanto di far sì che i nostri amici firmino questo importante Appello.
Esso sta acquistando una crescente importanza: è stato firmato da oltre 6400 persone in 3 settimane, e lo utilizzeremo a supporto dei nostri sforzi sia a Trieste che a Roma, e siamo fiduciosi che la solidarietà dimostratati da così tanti sostenitori sarà fondamentale per garantire il nostro futuro. | You may perhaps have heard that our
College is facing a critical moment in its short history. This College
has depended primarily, since its inception, on public funding.
Italian governments have responded most generously in the past.
However, the College is now at risk of closure because of substantially
reduced support.
Together with the distinguished leaders of the
educational and scientific institutes in the Friuli Venezia Giulia
Region, we have launched an Online Petition which will be used to
support our call for support. It can be found on the College Website at www.uwcad.it,
and I would very much like you to encourage as many people as possible
to sign this online petition as soon as possible. We currently have
more than 6,600 signatures, and are using it as a key instrument in
influencing decision makers, both regionally and in Rome. We send, for
instance, a new message to the political authorities and
representatives in Rome on a weekly basis.
Above all, this petition will be used to consolidate the pressure which we are putting on national politicians regarding a "Proposta di Legge
", which aims to establish annual funding for our College. If
successful, we would have funding equivalent to the income of 5 years
ago.
What is the procedure ?
The legislation has been drafted,
signed and printed; it is broadly supported (by all parties except the
Lega Nord). I have met in Rome with the deputy Chair of the Foreign
Affairs Committee, to which it will be going. It must now be placed on
the "calendario" and, if there is no opposition to it at the Committee
stage, it is expected to become law. If any opposition is expressed at
the Committee stage, then it goes to the Camera (or House of Deputies),
where its chances of becoming voted are lower. It will also be a much
more protracted affair. The more signatures we have towards the
middle of next week, the more pressure we can put on the members of the
Committee of Foreign Affairs in the immediate future.
We are
also using this Appeal to support action at the Regional level. A
recent article in the Trieste paper (Il Piccolo) took as its headline
the fact that there were more than 800 signatures to the Appeal. (We
now have more than 6,600). You may remember that the Region of Friuli
Venezia Giulia is a founder of this College, and a significant part of
our efforts are focusing on action at this level.
We need the Regional support immediately, and the Law for the future.
Would
it be useful for me to tell you that this College is currently spending
€ 3000 per student per year LESS than 5 years ago! If one adds
inflation, we are operating at around 25% less than 5 years ago. I
came to this College in order to build educational projects, not to cut
them out - but my personal goals are less important than the broad
picture. The College has made extraordinary efforts in cutting its
expenses. It can not survive without additional funding.
It is
unthinkable that this College be allowed to close. The United World
College of the Adriatic is desperately needed in our disunited world.
How many student representatives from East and Central Europe would
have attended any UWC without this College ? Would the world not be a
poorer place if we were unable to continue to foster the dialogue in
Duino between student representatives of areas of conflict, either
present or recent ? I am thinking of all of the ethnic and national
groups from ex-Yugoslavia, and who are now building the future; I am
thinking of our Chechnyan and Russian friends; I am thinking of those
students from Afghanistan, from Iraq, from the Middle East. I am
thinking of the more than 20 Muslim students and the many more of other
faiths who, together with their peers, demonstrate, on a daily basis,
that people can - and do - live in harmony.
It is true, as we
know that United World Colleges require a high level of funding. I
have often said that our Colleges could be characterised by "High
achievement, High support". I was not primarily referring to financial
support, of course. Nor am I appealing for individual financial
contributions today. But I am convinced that the moment has come for
as many as possible to contribute to the high level of support which
the United World College of the Adriatic urgently needs. Please
encourage our friends to do so by adding their name to this important
Petition.
Our
Appeal is gaining considerable monentum: it has obtained approximately
6,600 signatures in three weeks, and we shall be using it to support
our efforts both in Trieste and in Rome. We are relatively optimistic
that this support from our wide network of supporters will make a key
